It has to be absorbed rather than ignored, and there are two ways to get it wrong. Running the track along the floor and cutting all studs the same length produces a wall whose top follows the slope, which reads as crooked against a level ceiling or window head. Holding the top level and letting the base gap produces a tapering shadow line at the floor. The workable answer is usually to hold the wall plumb and level, vary the stud lengths, and detail the base so the variation disappears behind trim.
Can blocking be added after the wall is finished?
Only by opening the wall — cutting finished board, adding backing, patching, retaping, matching texture and repainting, often in an occupied space. The whole exercise costs many times what the blocking would have during framing, and it leaves a repaired surface where an unbroken one used to be.
